TMC Healthy Connections Action Plan
What is the TMC Healthy Connections Action Plan?
Texas Medical Center (TMC) was awarded a grant through the Texas Department of Transportation’s Transportation Alternatives Set-Aside (TASA) program to develop the TMC Healthy Connections Plan. This plan will help TMC better support safe, accessible, and convenient travel options for everyone—patients, families, employees, students, and visitors.
The project focuses on improving connections for people driving, walking, biking, rolling, and taking transit, while also strengthening the overall mobility network in and around TMC.
Will this plan consider projects in the surrounding area?
Yes! This plan builds off of recently completed and in progress projects at TMC and in the surrounding area, including projects by adjacent neighbors such as City of Houston, Houston METRO, Hermann Park, Houston Parks Board, and Rice University.
TMC is also tracking a variety of planned development projects in the study area and will consider future campus changes to inform plan recommendations.

Funding & Future Projects
How is the study being funded?
The planning effort is funded in part by the Texas Department of Transportation’s (TxDOT) Transportation Alternatives program, utilizing funding from the Federal Highway Administration (FHWA). The study is subject to all relevant federal regulations, including the Uniform Guidance (2 CFR Part 200).
How will future projects be determined?
A prioritized implementation plan will be developed as part of the planning study, and it will include a detailed schedule and actionable steps for future project development. The implementation plan will outline conceptual costs, roles and responsibilities, and funding strategies to provide next steps for plan recommendations.
Who will fund future projects?
The 1,000+ acre study area includes public streets and sidewalks, owned by both City of Houston and TxDOT, public transportation infrastructure (light rail line/stops and transit center), owned by Houston METRO, as well as private streets and sidewalks. Brays Bayou, owned by the Harris County Flood Control District, also cuts through the study area. Depending on the plan recommendations, future projects will likely be funded by a variety of sources, including federal, state and/or local dollars. In addition to gaining public input, the plan will engage key stakeholders and decision-making entities throughout the study to assess the feasibility of plan recommendations and ensure the projects identified are actionable.
